Сovenant of Mayors East

The «Covenant of Mayors» initiative was launched by the European Commission in 2008, according to the procedure of approval and support of local authorities efforts in the framework of the European Union pursuit in sphere of climate protection and energy. Subsequently, the approach and method embodied in Covenant found its response outside of the EU. The Covenant was joined by the new signatories from such distant countries as Argentina and New Zealand.

In 2011 the European Commission for Development and Cooperation EuropeAid inintiated a new project “Covenant of Mayors – East”, which involves participation supporting of cities of Eastern Partnership countries and Central Asia.

First of all, the European Commission has established and funds the Covenant of Mayors Office, which assists the signatories on any issues through the “Helpdesk” and suppors the promotion of local initiatives. Its also negotiating with a large number of donor funding.

Since 2012 the Regional Environmental Center for Central Asia (CAREC), a member of the project consortium of “Covenant of Mayors – East” implements the initiative in Central Asia. During this period, inception visits with stakeholder in the five Central Asian countries were held. Today Central Asia has two signatories of “Covenant of Mayors” in Republic of Kyrgyzstan – Osh and Talas.

“Covenant of Mayors” – is an European initiative, involving local and regional authorities in the process of improving energy efficiency and renewable energy sources on their territories, through the development and implementation of plans for sustainable energy development. Local authorities who have signed the Covenant undertake voluntary commitments to reduce greenhouse gas emissions in their respective territories, due to the implementation of action plans for sustainable energy development. Plan for sustainable energy development, in particular, aims to reduce CO2 emissions by at least 20%.
