Promotion of Public Private Partnership in the Field of Energy Efficiency and Renewable Energy Technologies through Cooperation with Social Entrepreneur Corporations (SEC) in Kazakhstan

In 2006 the Law “On Concessions” has been adopted in Kazakhstan, based on which 7 Social and Entrepreneur Corporations (SEC, a business partnership between the government-running and private companies) were established. Moreover, SECs are established at the river basin area approach joining two or tree provinces; therefore, development of the SEC provides opportunities to deal with both urban and rural infrastructures.

SECs are mandated to work as a liaison between the Public and Private sectors, in order to promote Private Public Partnership (PPP) projects with a view to social justice, sustainable regional economic growth, environmental protection, infrastructure, and the introduction of innovative technologies.

The SEC “Jetisu” is working for the Almaty Oblast (city and state) and promoting urban and rural development. It is mandated to “promote conditions conducive to sustainable development of innovative undertakings in the (Almaty) region”. In spite of the high priority of environmental protection as part of Kazakhstan’s development strategy, the SEC “Jetisu” has a limited amount of Energy Efficient (EE) projects to date.

CAREC aims to impact environmental protection by strengthening capacity and filling gaps in this field. Thus, CAREC has identified the priority of assisting the local SEC Jetisu to fill its mandate of promoting PPP on EE. In this connection, CAREC has reached an MoU agreement with the SEC “Jetisu” on long term cooperation within the framework of an MoU focused on promotion of energy efficiency and renewable energy in cooperation with local businesses and the public sector. The area of the SEC “Jetisu” is the pilot area of CAREC and a number of other activities have been conducted in the area.

Results:

  • An EE/RES study was prepared as a handbook for use by SEC Jetisu by CAREC
  • The study was integrated in the work plan of SEC Jetisu
  • The energy savings potential of schools in the Almaty Region was analyzed
  • An energy audit of one of these schools was conducted
  • As a result of the audit, a concept for a revolving fund was developed to promote further EE measures
