According to the Bali Action Plan (2007), Nationally Appropriate Mitigation Action (NAMA) plan was offered as an appropriate measure to combat climate change in developing countries. Central Asian countries expressed their willingness to support international activities against climate change and take appropriate measures on national level, but need support to solve the problem. The countries are at different stages in terms of their economic development, energy supply and emission reduction potential, but share a common level of vulnerability to climate change and the common desire to strengthen regional cooperation in mitigation. Uzbekistan, Kyrgyzstan, Tajikistan and Turkmenistan expressed their interest in developing NAMA.

The project goals:

  • Strengthen the capacities and capabilities of Central Asian countries to implement NAMA as well as EE and RES policies
  • Spur technological transfer to improve EE and RES capabilities
  • Establish a solid network and well-functioning cooperation between private businesses, local authorities and the public

The NAMA proposal will be developed in cooperation with stakeholders and must be approved by the respective national government as well as delivered to the UNFCCC Secretariat.

The entire NAMA cycle includes the following project activities:

  • Definition of target sector (consulting with state bodies and based on data and report analysis)
  • Definition of main measures on target sector development and estimate of emission reduction
  • Calculation of baseline emission and reduction emission implementing certain measures under NAMA
  • Calculation of necessary investment and development of financing plan
  • Determination of institutional framework (coordinator, participants, stakeholders)
  • MRV (development of options for measurement, reflection in reporting and verification)
  • Implementation of NAMA (search for financing, financial agreement, implementation measures)

The following sectors were selected as target sectors: in Kyrgyzstan – boiler heating system, in Tajikistan – reafforestation, in Uzbekistan – energy efficient refurbishment of standardized multifamily and public buildings.
